CHARLESTON, S.C. (WCSC) - Officials with the city of Charleston and Charleston County have announced a plan to address traffic concerns on Johns Island.
Charleston Mayor John Tecklenburg said the plan is the result of collaboration between the city of Charleston and Charleston County and will tackle traffic flow problems at the intersection of Maybank Highway and River Road, portions of Maybank Highway and the northern and southern Pitchforks, Tecklenburg said.
“Traffic congestion has been a huge issue coming and going on Johns Island,” he said. “And it was accentuated when that traffic light got added down the street. And everyone came to the realization that we needed to go back and rethink what got done six or seven years ago, what’s been done since then and what can we do collectively and collaboratively to make it better and make improvements.”
The city and county laid out the main points of the plan:
“Pitchforks” means two new roads that will branch off of Maybank towards River.
“The current cost estimate sits somewhere between $25 and $30 million to do all of this,” Charleston County Councilmember Joe Boykin said.
Tecklenburg said the money will come from future sales tax and Department of Transportation funding and once permitted, will apply for federal funding.
The full construction funding will have to be identified and approved by both city and county councils, according to Tecklenburg.
The first goal for short-term, interim improvements to Maybank Highway are expected to be complete in the first quarter of 2024, Tecklenburg said.
Robby Lingenfelter who works on Johns Island said he’s hopeful about the project but still frustrated.
“They say that the northern pitchfork will be completed by the first quarter of 2024, that’s good,” he said. “Southern pitchfork they said will take years, so we’re still five to ten years from alleviating the issues we have now.”
He said the city and county have been meeting since June to address the traffic issues on Johns Island.
“It’s going to happen. We are committed to making that happen,” Tecklenburg said.
Some locals question the mayor’s timing.
“Hearing this press conference that is happening five days before an election, can’t help but notice that a lot of this was conceptual and funding for a lot of this isn’t even secured,” Logan Mcvey said. “So, this seems like more talk and a lot more traffic just sitting and waiting on stuff to happen.”
Tecklenburg’s response was that they needed enough vetting through engineers and design teams before the plans could be presented.
Charleston County Council member Jenny Huneycutt, Charleston City Council member Karl Brady and the city’s planning and traffic directors also attended the news conference.

Trident Medical Center has submitted a Certificate of Need to the South Carolina Department of Health and Environmental Control to build a $277 million hospital on Johns Island. The application is for a 50-bed acute care hospital between Maybank Highway and Cane Slash Road, across from the Live Oak Square development.
Projections for Johns Island Hospital show that within the first three years it will create nearly 300 jobs, contribute $10 million in non-income taxes to support the community and pay $70 million in salaries, wages and benefits, the organization said in a release.
“We are excited to continue making medical care more accessible to residents in our historically underserved communities,” Trident Health President and CEO Christina Oh said in the news release. “Currently on Johns Island and neighboring communities, it can take residents 30 to 45 minutes to drive to their nearest hospital, and often longer in heavy traffic and inclement weather. Our goal is to increase access to timely, high quality and affordable health care services.”
Trident Medical Center’s chief of the medical staff and medical director of emergency services, Dr. Scott Hayes, said he sees firsthand the results of delayed care.
“For residents who live far from emergency medical care and who may be experiencing a medical emergency like a heart attack or a stroke, minutes can mean the difference between life and death,” he said in the news release. “Access to care close to home is critical, especially in areas like Johns Island and the surrounding communities, that have frequent traffic delays.”
Trident Health surgeon Dr. Thomas Litton, who lived on Johns Island for 20 years and recently moved from there largely due to increasing traffic congestion and limited access routes off the island, said, “The rapid population growth and development of Johns Island, as well as its role as the sole gateway to Kiawah, Seabrook and Wadmalaw Islands, has created a strong need for a full-service hospital in the area. Residents on those islands have never had a full-service hospital. Trident’s hospital on Johns Island and their freestanding ER on James Island will greatly improve residents’ access to much-needed medical care.”
Johns Island Hospital will be located seven miles from James Island Emergency, Trident’s new freestanding ER at 945 Folly Road, Charleston, that will open in the next few weeks.
Plans call for Johns Island Hospital to have 50 beds with space to expand to 150 beds, 40 medical/surgical/stepdown beds, 10 ICU beds, 20 ER rooms, four operating rooms, two endoscopy suites and a cardiac catheterization lab. The hospital also would have two CT scanners, an MRI, two diagnostic radiology suites and a fluoroscopy room.
In addition to the hospital, services would include medical offices for primary care and specialists as well as outpatient imaging and support such as breast imaging, rehabilitation and other outpatient therapy services.
“From our first discussions about building a hospital on Johns Island, we have been committed to creating a thoughtful plan that preserves the natural beauty of Johns Island,” Oh said in the release. “We will honor the strong Gullah Geechee cultures of the community; we will partner with the areas’ community and businesses; and will promote the important and unique contributions of Johns Island’s agricultural community.”

JOHNS ISLAND, S.C. (WCBD) – A historic election next week will determine who will represent Johns Island for the first time on Charleston City Council.
“Having somebody in your backyard fighting for you, is important. And so, Johns Islanders want to make sure that they’ve got a voice at the table,” said Jermaine Husser, the Executive Director of Our Lady of Mercy Community Outreach.
Stephanie Hodges, Jim McBride, and Bill Antonucci are in the running for the newly formed Charleston City Council District Three seat. They participated in a forum Monday night at the Our Lady of Mercy Community Outreach on Johns Island.
The upcoming election marks the first time Johns Island will have its own district after a new redistricting map was approved last year. The island is currently part of District Five, which also covers parts of West Ashley.
The candidates took questions from neighbors and shared their platforms.
“That’s the biggest thing, I think is the traffic. Something has got to be done about that. But something’s got to be done about the sprawl as well. The building is out of control and there’s no infrastructure to support it,” Antonucci told News 2.
Antonucci has a military background and worked as a technical instructor. He describes himself as a “tenacious fighter” who doesn’t take no for an answer.
McBride is a U.S. Marine of 25 years, which he said gave him experience in policy making and infrastructure – something he plans to focus on if elected.
“We have to focus, and I am laser focused on getting infrastructure fixed so people can get on and off the island quickly because our taxpayers are burning through gas money and time every single morning trying to get to work or get their kids to school,” McBride said.
Hodges is a public health professional and is the owner of a policy-consulting business. She told News 2 she is good at finding solutions to issues through policy, and at relationship building.
“I’ve lived here for several years, and I see the issues facing our district every single day. Traffic, flooding, development, and I have a plan to address all of those. Not only do we need to find short term solutions, but we also need a long term comprehensive, strategic plan for our area and our district,” Hodges explained.
The current District Three seat on the peninsula was eliminated because of the new redistricting plan. It is currently held by Councilman Jason Sakran.

JOHNS ISLAND, S.C. (WCSC) - A new development is coming to a neighborhood right off of Maybank Highway has some neighbors talking.
As you hit Timberline Drive and Maybank Highway, it takes you directly into the new neighborhood, Maybank Village. The new development is hard to miss as it sits at the front of the community.
The groundwork for a new Spinx gas station has just begun. The project has been in the works since 2021, and members of the neighborhood say they’re not happy with the development. There is only one way into the upcoming gas station, and it requires drivers to enter the neighborhood first, then turn right to get into the station.
Residents say they don’t understand why Maybank Highway needs another gas station with several stretching across the highway already.
“Why? We don’t need a gas station here. If you go a mile down Maybank that way, there’s two gas stations. If you go down Maybank that way two miles, there’s two more gas stations. So why do you need a gas station here in the middle of Maybank that’s going to cause horrendous traffic jams,” Treasurer for the Homeowners Association Bill Antonucci said.
There are serious concerns about the bright lights and noise that might come along with the Spinx Station as well.
“This gas station is coming so close to our residential properties. These people in this house right here are going to have gas pumps and gas tanks right in their backyard. The people that are building this site, people in the city council, and the people in the zoning departments don’t seem to care. We’ve had people write to them and nobody seems to care. Nobody is responding,” Antonucci said.
Despite the frustration from members of the community, the City of Charleston is allowed to do this based on zoning regulations.
“The business in question is being built under the site’s base zoning, which is a property right protected by state law,” a city spokesperson said in a statement. “That’s why the city strongly supports a comprehensive, all-of-the-above traffic-relief strategy for Johns Island, including the widening of Maybank Highway, the construction of both the northern and southern pitchforks and the completion of I-526. The city will continue to work closely with our state and county partners until Johns Island residents see real traffic relief as a result of these and other critical roadroads projects.”

Candidate Josh Stokes is not new to the political arena after serving on town council for five years. Stokes said he deserves to be the next mayor due to the experience and public service he can bring to the town.

"My experience overall, that’s my experience in my daily life as an attorney," Stokes said. "And I work on very complex issues for people when I’m addressing it for them and finding the right solution and not the easy solution is something I do on a daily basis."
Stokes said if elected, he will focus on development, infrastructure, and flooding.
"Development is one of those, infrastructure related to not just access on the road but pedestrians sidewalk access," Stokes said about the issues he will push for if elected. "Drainage and flooding related to storm water flooding. Those are major issues which we can make a big impact on but if we gotta do that, we need to address them on a daily basis, it cant be reactive in trying to do things, we have to be proactive."
Candidate Brook Lyon has never run for a political office before, but she hopes her love and passion for the Town of James Island will win voters over on Nov. 7. Lyon said she is not new to working hard for the community.
"I’m a hard worker, I’m retired, I have time and the energy and the love for the people and the love for the island," Lyon said. "I’m not a politician, what is a politician? Not me. I’ve never run for public office before and I don’t plan to run for another one. I just want to serve the people, I’m a business woman and a community leader and a community advocate and I’m for the people."
Lyon said if elected, she will bring her work ethic and business skills to the office. Lyon will focus on preserving the beauty of the island.
"We definitely need to prioritize our environment and preserve our natural resources," Lyon said as she reflected on her major issues she will focus on if elected. "We also need to improve drainage and flooding. We need to enforce our current rules and regulations and tweak some to make things better. I do believe government is for the people, we need to be more responsive and more transparent."
Candidate Gresham Meggett III believes he should be the next Mayor of James Island because he knows the town inside and out due his family having roots in the town.
"I’m a eighth generation Charlestonian here and I grew up on James Island and my whole family grew up on James Island for generations and basically James Islanders just want to be heard," said Gresham Meggett III who is running to be the Mayor of James Island. "We need to focus on the people that already live here and quick worrying about this development, we don’t need any more development on James Island until the people who live here are taken care of."
Meggett said if elected, he will focus on the older residents of James Island and make sure their voices are being heard.
"Our ditches are not being dug out and so our neighborhoods are flooded, especially with all this new building going on," said Meggett as he thought about the policies he would focus on if elected. "I think we need to address the ditches and I’m a big proponent of individual property rights so zoning is a big thing for me, I don’t think some of the zoning is appropriate for James Island."
